ROM dump?

Is it possible to create a ROM file, or dump the contents, of an older "arcade" style handheld game?
Not talking console-style, like a Gameboy or DS or something like that - just a standalone game.
Mostly in reference to this Jurassic Park game:
Edit: Also, what is the proper term for these types of games? Using terms like "arcade handheld games" or "retro handheld", only ever seems to yield results about console-related handhelds - not these standalone style handhelds.
